Amends Minnesota Statutes section 124D.10, subdivision 9 to clarify enrollment preferences for charter schools located in townships that serve prekindergarten through grade 6 students.

Charter schools in townships serving pre-K through grade 6 must give enrollment preference to students residing within a five-mile radius of the school and to siblings of enrolled students.

Maintains existing enrollment preference requirements for all charter schools: siblings of enrolled pupils, foster children of enrolled pupils' parents, and children of school staff.

Requires charter schools to use a lottery system when applications exceed capacity, with lottery policies published on the school's website.

Effective for the 2014-2015 school year and later.
