Requires persons who purchase or obtain a public access AED to register the device with an AED registry within 30 working days of receipt.

Public access AED owners must provide registration information including manufacturer, model, serial number, specific location, and contact information for facility management.

Public access AEDs must be kept in registered locations, reasonably maintained with battery and electrode replacement, and comply with manufacturer recalls; public safety agencies may inspect and require removal if not ready for immediate use.

Exempts private use AEDs and mobile AEDs from registration requirements, though owners are encouraged to maintain them consistently.

Requires public access AED owners to develop an emergency response plan and provides liability protection for AED owners.
