Eliminates the May 2, 2014 sunset provision for snow removal authority in uncompleted subdivisions, making the statute permanent.

Authorizes road authorities and cities to remove snow from unopened or private roads in uncompleted subdivisions with five or more lots when the developer is insolvent or facing foreclosure and public safety is at risk.

Limits snow removal to streets necessary for access by school buses, public works vehicles, and authorized emergency vehicles.

Allows road authorities to charge properties within the subdivision for snow removal services and collect charges as a lien or special assessment.

Provides liability exemption for road authorities and employees for tort claims related to snow removal and road maintenance, except for claims arising from negligent acts.
