Eliminates the exception allowing legislators and legislative employees to accept food or beverages at receptions, meals, or meetings held away from their workplace when they appear as speakers or when invitations are extended to all legislators at least five days in advance

Retains all other existing exceptions to the gift ban, including contributions, services assisting officials, items of insignificant value under $5, and gifts given based on group membership

Amends Minnesota Statutes 2013 Supplement, section 10A.071, subdivision 3

Takes effect the day following final enactment
