Allows contractors serving multiple family child care license holders in a single county to use one transferable background study for all programs in that county, provided the county agency maintains records and the study is repeated every two years.

Modifies training requirements for sudden unexpected infant death and abusive head trauma by allowing combined training in a single course of no more than two hours and establishing a training schedule of in-person instruction at least once every two years, with video-based training in alternate years.

Clarifies safe sleep requirements for infants including back sleeping position, firm mattress in crib with fitted sheet, prohibition of objects except pacifiers, and procedures for infants who fall asleep before being placed in a crib.

Permits swaddling for sleep only with written parental consent for infants who have not yet begun rolling over, using a one-piece sleeper with upper torso fastening only.
