MN HF2004

Establishes Minnesota World Language Proficiency Certificates and High Achievement Certificates for students demonstrating intermediate and pre-advanced language skills on validated assessments.

Creates voluntary state bilingual and multilingual seals for high school graduates demonstrating level 5 functional native proficiency in one or more languages besides English, with seals affixed to transcripts at no cost to students.

Requires Minnesota State Colleges and Universities to award at least four semester credits of foreign language to students receiving a bilingual or multilingual seal.

Directs schools to provide periodic opportunities for students to demonstrate language proficiency through valid assessments, licensed teachers, or community experts where assessments are unavailable.

Authorizes school districts to award elective course credits and community service credit to students demonstrating requisite proficiency in languages other than English.
