Establishes privacy protections for event data recorded by motor vehicle data recorders, defining event data as records of airbag deployment, vehicle speed, direction, location, steering, braking, and seatbelt status.

Designates event data as personal property of the vehicle owner and prohibits download or retrieval except by owner consent, automotive technicians for repairs, peace officers with warrants, emergency responders, or pursuant to court orders and civil discovery.

Requires motor vehicle dealers and manufacturers to prominently disclose in subscription service agreements that event data may be recorded or transmitted and provide instructions for discontinuing service or disabling the recorder.

Prohibits knowingly altering, deleting, or destroying event data or recorders following accidents resulting in death or serious injury, unless reasonable time has passed for law enforcement to obtain a search warrant.

Establishes violation as a misdemeanor offense; effective August 1, 2014, and applies to vehicles sold or leased before and after that date.
