Amends Minnesota Statutes section 169.14 to clarify that speed limit violations apply to any speed designated on appropriate signs, not just those from specific subdivisions.

Establishes a new subdivision 5g allowing local authorities to set speed limits on streets and highways under their jurisdiction by resolution following a public hearing, without requiring commissioner consent.

Requires local authorities proposing adjusted speed limits to transmit their resolution to the commissioner for review, who must conduct an engineering and traffic investigation.

Limits locally-established speed limits to within 10 miles per hour above or below the speed recommended in the commissioner's engineering and traffic investigation.

Makes locally-established speed limits effective upon erection of appropriate signs and transmission of the resolution to the commissioner at least 60 days before the signs are erected.
