Amends Minnesota Statutes section 169.868, subdivision 3 to modify special freight distribution permit requirements for vehicles hauling freight.

Restricts permit use to freight distribution facilities constructed on or after July 1, 2013 and located within Department of Transportation District 4, outside metropolitan counties.

Requires road authorities issuing permits to designate specific routes on roads under their jurisdiction for movements authorized by the permit.

Prohibits road authorities from issuing special freight distribution permits until August 1 following adjournment of the next regular legislative session after release of the comprehensive truck size and weight limits study required by federal law.
