Increases maximum grant amount under the Greater Minnesota Business Development Public Infrastructure Grant Program from $1,000,000 to $2,000,000 per county or city in two years for one or more projects.

Expands grant program eligibility to include counties and cities seeking funding for new public infrastructure or to expand or replace existing public infrastructure systems that lack capacity or adequate condition to meet economic development project needs.

Appropriates $25,000,000 from bond proceeds fund to the Commissioner of Employment and Economic Development for the grant program.

Authorizes the Commissioner of Management and Budget to sell and issue up to $25,000,000 in state bonds to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.
