Appropriates $56,317,000 from bond proceeds to the Commissioner of Administration for phase 1 design, construction, renovation, furnishing, and equipping of the Minnesota Security Hospital in St. Peter.

Phase 1 project includes a 4-bed evaluation unit, 12-bed crisis unit, two 20-bed acute units, 48 transition program housing beds, campus center, vocational program building, administration building, central power plant, connecting links, warehouse space, pharmacy, and medical services areas.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $56,317,000 pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Includes funding for phase 2 design work as part of the appropriation.

Effective the day following final enactment.
