Underpass project is intended to provide local and regional access between Richfield, Minneapolis/St. Paul International Airport, Bloomington, and the Mall of America

Authorizes the commissioner of management and budget to sell and issue state bonds up to $25,000,000 to fund the appropriation

Bond sale and issuance procedures governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7

Section becomes effective the day following final enactment
