Modifies appropriation procedures for ombudspersons for families by requiring each ombudsperson to receive an individual appropriation from the general fund or special fund under section 256.01, subdivision 2, paragraph (o), effective July 1, 2014.

Grants the Indian Affairs Council, Council on Affairs of Chicano/Latino People, Council on Black Minnesotans, and Council on Asian-Pacific Minnesotans the authority to designate office locations for ombudspersons appointed by their respective community-specific boards.

Allocates $83,500 in fiscal year 2015 to each of the four community-specific board-appointed ombudspersons, with an equal portion of funds carried forward from the 2014 appropriation also transferred to each ombudsperson.

Appropriates $333,000 for fiscal year 2014 and $334,000 for fiscal year 2015 for the ombudsperson for families program, effective July 1, 2014.
