Authorizes the Commissioner to issue special retired firefighters license plates to retired fire department members who served at least 10 years and separated in good standing, upon payment of a $10 fee and submission of a letter from the fire chief.

Retired firefighters plates may be issued for passenger automobiles, one-ton pickup trucks, recreational vehicles, or motorcycles, and are distinguishable from active firefighter special plates.

Allows retired firefighters to transfer special plates to another vehicle of the same type upon payment of a $5 transfer fee.

Authorizes a veteran's special motorcycle plate for combat wounded veterans and other eligible veterans who own motorcycles, with the same requirements as other veteran special plates.

Clarifies that veteran special motorcycle plates issued under the law are not subject to section 168.1293 restrictions, and fees collected are credited to the vehicle services operating account.
