Modifies mental health screening requirements for children in child protective services, out-of-home placement, with terminated parental rights, found delinquent, or with multiple juvenile petty offenses to allow screening to be conducted but not required if assessment completed within previous 180 days or child under mental health professional care.

Changes notification procedures for mental health screenings: parents/guardians of children in protective services or out-of-home placement must be notified with option to prevent screening in writing; parents of delinquent children must be notified with same prevention option, replacing previous requirement for written informed consent.

Adds authority for local social services agencies to fund diagnostic assessments when families are underinsured or would face financial hardship, and requires counties to report to commissioner of human services on how funding is used.

Specifies screening instruments must be approved by commissioner of human services and updated annually; screenings conducted by mental health practitioners, probation officers, or trained social services staff using approved instruments.

Prohibits commissioner of human services from using screening data or information provided under this section for background studies under chapter 245C.
