Allows voter registration applications to be submitted electronically through a secure website maintained by the secretary of state, requiring applicant email address and verifiable Minnesota driver's license number, state identification card number, or last four digits of Social Security number.

Requires secretary of state to verify electronically submitted voter registration applications against government databases before transmission to county auditors, and to forward unverifiable applications showing suspicious activity to law enforcement.

Permits absentee ballot applications for federal, state, and county elections to be submitted electronically through secretary of state's secure website with same verification and security requirements as voter registration applications.

Requires secretary of state to maintain logs of Internet Protocol addresses used for electronic submissions and monitor for suspicious activity on both voter registration and absentee ballot application websites, forwarding concerning evidence to law enforcement.
