Authorizes cooperative electric associations and municipal utilities subject to section 216B.241 to voluntarily contribute funding for solar incentives, matching the mandatory requirement for other electric public utilities.

Requires electric public utilities to pay five percent of their minimum energy conservation spending to the commissioner of commerce annually from January 1, 2014 through 2023 (ten years).

Allows cooperative electric associations and municipal utilities to voluntarily make the same five percent payments, with these contributions counting toward their energy conservation expenditure obligations.

Ensures total annual payments to the commissioner reach $15,000,000 by requiring supplemental payments from the account managed under section 116C.779 to make up any shortfall.

Provides utilities credit for energy savings based on their payments to support the solar incentive program for Minnesota-manufactured solar modules.
