Modifies water use permit processing fees by changing the penalty calculation from two percent per month to $150 per month or two percent per month, whichever is greater, for unpaid balances 30 days after a second notice.

Waives water use permit processing fees for installations using stormwater runoff from impervious surfaces unless the commissioner determines the proposed use adversely affects surface water or groundwater to a significant extent.

Establishes a pilot program in the North and East Metro Groundwater Management Area allowing the commissioner to implement alternative water use fees that encourage conservation, including discounted rates for low per capita water use, conservation measures, and credits for water reuse.

Authorizes the commissioner to establish a surcharge on water use fees in the pilot area with revenues deposited to the water management account and appropriated to the Public Facilities Authority for grants.

Permits the Public Facilities Authority to award grants to governmental units for groundwater reduction projects, including transitioning from groundwater to surface water use, and to issue revenue bonds payable from surcharge revenues for financing these grants.
