Commissioner of Transportation must include in the next state highway investment plan update three marked Trunk Highway 14 projects: construction of a four-lane divided highway from Trunk Highway 218 near Owatonna to near Dodge Center; construction of a four-lane divided highway from New Ulm to Nicollet County State-Aid Highway 6 west of North Mankato; and reconstruction of interchanges with Trunk Highway 15, County State-Aid Highway 42, and Trunk Highway 169

Marked Trunk Highway 14 projects must remain in the state highway investment plan until completion and cannot be delayed from their scheduled commencement date without special justification

Commissioner must notify the chairs and ranking minority members of legislative committees with jurisdiction over transportation policy and finance if any projects are delayed due to special unforeseen circumstances
