Requires comprehensive plans for cities with population greater than 60,000 to include urban agriculture development zones and an approach for their development and maintenance.

Mandates that cities specify in their capital improvement program the timing and sequence of urban agriculture development zones.

Requires cities to specify in their implementation program the fiscal devices or official controls needed to ensure redevelopment occurs according to the plan for these zones.

Directs comprehensive plans to define when and where urban agricultural development initiatives qualify as highest and best use in areas outside designated zones.

Adds agricultural development as a consideration in local government goals for aggregate and natural resources, transportation infrastructure, and other planning priorities.
