Appropriates $1,200,000 from the general fund to the Minnesota Housing Finance Agency for fiscal year 2015 for a pilot program providing homeownership grants to families with children with disabilities.

Establishes eligibility requirements: families must have one child under age 19 with a medically diagnosed disability and have experienced housing instability as renters due to the child's disability in the last two years.

Allocates $600,000 to the City of Lakes Community Land Trust to provide homeownership opportunities for up to eight eligible families.

Allocates $600,000 to Twin Cities Habitat for Humanity to provide homeownership opportunities for up to five eligible families.

Allows unexpended grant funds from fiscal year 2015 to carry forward into fiscal year 2016.
