Allows veterans to elect which hearing body will conduct discharge proceedings: a civil service board, merit authority, or three-person panel, with the governmental subdivision selecting the body if the veteran fails to specify.

Requires veterans requesting a hearing to submit their election choice in writing within 60 days of receiving notice of intent to discharge, with failure to do so constituting waiver of hearing rights and all legal remedies for reinstatement.

For three-person panel hearings, the veteran must provide their selected representative's name, address, and telephone number within 60 days, with failure to do so waiving hearing and reinstatement rights.

Designates the governmental subdivision to bear all hearing costs except for the veteran's attorney fees.

Takes effect the day following final enactment and applies to all notices of intent to discharge issued after that date.
