Counties and cities must maintain written fee policies in a policies and operations manual including procedures, forms, deadlines, due dates, and payment requirements for all fees charged to persons.

Fee policies and procedures must be available to the public for inspection at the county or city office or on a website, with location and payment information clearly posted.

Counties and cities must provide obligors with required forms and all payment information before or at the time a fee is charged, including due dates, requirements, and consequences of late or nonpayment.

Counties and cities must maintain contemporaneous records of payment dates and amounts, which must be made available to payors, with all payments credited as paid on the date received.

"Fee" includes charges for services, licenses, permits, records, child support obligations, and recording taxes, but excludes property taxes, special assessments, and law enforcement fines unless approved by the chief law enforcement officer and governing body.
