Commissioner of education, University of Minnesota president, and Minnesota State Colleges and Universities chancellor shall jointly appoint an advisory task force by July 1, 2014

Task force will research establishment and operation of an endowment to pay tuition for public school students admitted to public higher educational institutions in Minnesota

Task force duties include reviewing similar programs nationwide (including "the power of you"), providing expenditure estimates, and exploring possible endowment funding sources

Task force must submit recommendations to the commissioner of education by December 20, 2014

Commissioner shall report task force findings and recommendations to legislative committees with jurisdiction over K-12 and higher education by December 31, 2014
