Amends Minnesota Statutes to allow disclosure of private court services data to domestic violence victims under specific conditions related to offender release notification.

Permits the Commissioner of Corrections to disclose the city and five-digit zip code of an offender's residency upon release from Department of Corrections facilities to victims who request it in writing or electronically.

Applies only when victim and offender were household or family members as defined in section 518B.01, subdivision 1, paragraph (b), and the offender was convicted of a domestic violence crime under section 609.02, subdivision 16.

Restricts disclosure if the offender is not under DOC supervision at the time of request, if the department lacks the city or zip code information, or if disclosure would create a risk to the victim, offender, or public safety.

Classifies all victim identifying information as private data accessible only to the victim and makes this section effective January 15, 2015.
