Appropriates $3,870,000 each year to the Peace Officer Standards and Training (POST) Board from the peace officer training account in the special revenue fund.

Allocates $2,734,000 annually for reimbursements to local governments for peace officer training costs.

Designates $100,000 in the first year for reimbursements to local governments for training on sexually exploited and trafficked youth, including victim identification, investigation techniques, and victim assistance at a rate of $100 per diem per officer.

Makes first-year training funds for sexually exploited youth available until June 30, 2016.

Requires any receipts exceeding $3,870,000 in either year to be transferred to the general fund.
