Establishes requirements for the Interstate Highway 494 rehabilitation project to reconstruct the highway and maintain associated bridges from the Interstate Highway 394 interchange to the Interstate Highways 94 and 694 interchange.

Requires the Commissioner of Transportation to modify the project by replacing planned dynamic shoulder lanes with an additional general purpose lane in each direction of travel.

Additional general purpose lanes must be constructed for the entire segment where dynamic shoulder lanes had been originally planned, from the Trunk Highway 55 interchange to the East Fish Lake Road overpass.

Takes effect the day following final enactment.
