Requires the commissioner of management and budget to prepare and implement a workplace bullying policy for all civil service employees in state government agencies.

Policy must be developed in collaboration with labor groups and either incorporated into existing harassment policies or established as a separate policy.

Policy must include a definition of workplace bullying, procedures for handling complaints, and safe-reporting procedures to prevent retaliation.

Commissioner must report to the legislature by January 15, 2015, with an implementation plan for the workplace bullying policy.

Workplace bullying policy must be fully implemented by May 1, 2015.
