Authorizes counties, municipalities, and school districts to use electronic rosters in elections, with designation by the head elections official for which precincts will use them.

Establishes 14 technology requirements for electronic rosters including data file compatibility, manual/driver's license scanning capability, alerts for ineligible voters, and paper backup systems.

Requires counties/municipalities/school districts to notify the Secretary of State at least 90 days before first use of electronic rosters and certify compliance at least 30 days before the election.

Mandates the Secretary of State evaluate electronic roster use in the 2014 state general election and report findings to legislative committees by April 1, 2015.

Adds definitions for "polling place roster," "voter signature certificate," and makes conforming changes to election law references throughout Minnesota Statutes to accommodate electronic roster use.
