• School districts must request proposals for group health insurance from at least three sources at least every 24 months, with one request going to a state employee insurance program administrator.

• School district insurance contracts cannot exceed two years unless the largest employee bargaining unit agrees otherwise, and all initial proposals must be opened simultaneously at least 90 days before plan renewal.

• Insurance providers must supply school districts with 24 months of nonidentifiable aggregate claims data within 30 days of request and notify employees of coverage changes 90 days in advance.

• Board members and school district employees are prohibited from receiving compensation or benefits based on incentives from group insurance providers, with limited exceptions for negotiated refunds and wellness plans.

• Charter school boards with at least 25 employees must follow the same group health insurance procurement requirements as school districts, including sealed proposal processes and employee notification requirements.
