Modifies skills examination requirements for initial teacher licensure by specifying that reading, writing, and mathematics exams must be scored on similar scales or have a standardized formula provided by the Board of Teaching.

Requires colleges and universities with board-approved teacher preparation programs to provide remedial assistance with formal diagnostic components to candidates who did not achieve qualifying scores on skills exams, including English language learners.

Clarifies that school districts may provide similar remedial assistance to employed teachers who completed their education programs but did not achieve qualifying scores on skills examinations.

Applies skills examination requirements to applicants licensed in other states seeking Minnesota teaching licenses, allowing up to two additional temporary one-year licenses for those who have not yet passed the exam.
