HF2198 Summary

• Extends construction contractor registration requirement (pilot program) beyond original June 30, 2014 expiration date; moves registration provisions from section 181.723 to section 326B.701 effective upon final enactment.

• Makes federal conformity changes to apprenticeship program by adopting federal regulations (Code of Federal Regulations, title 29, parts 29 and 30) as state law effective January 1, 2015; establishes new apprenticeship definitions, standards, and registration procedures.

• Modifies municipal building code enforcement for public buildings and state-licensed facilities by allowing municipalities to enter into agreements with the commissioner for all building projects (subdivision 2a) or certain reserved projects only (subdivision 2b).

• Modifies Agricultural Utilization Research Institute board of directors to specify appointments by Minnesota Farm Bureau and Minnesota Farmers Union rather than generic "statewide farm organizations."

• Clarifies independent contractor classification rules to create rebuttable presumption that unregistered construction workers performing services are employees unless all nine independent contractor factors are met.
