Requires owners of trucks and truck-tractors weighing over 10,000 pounds to report their USDOT carrier number at registration time or apply for one using the Federal Motor Carrier Safety Administration's MCS-150 form.

Establishes that the commissioner must maintain a USDOT number filing schedule matching Code of Federal Regulations title 49, section 390.19 requirements.

Suspends vehicle registration if an owner fails to report or apply for a required USDOT number.

Allows owners of proratable fleet vehicles to affix registration plates or validation stickers to vehicles immediately upon receipt rather than waiting for additional processing.

Permits motor carriers to affix International Fuel Tax Agreement decals or other identification to vehicles beginning December 1 of each year.
