Prohibits wholesalers and retailers from increasing propane prices by an unconscionable amount following a declared peacetime emergency or energy supply emergency related to significant propane price increases

Defines unconscionable pricing as a price adjustment not reasonably proportional to changes in wholesale propane costs, with an exception for wholesalers or retailers who can prove emergency conditions directly caused the cost increase

Grants the attorney general authority to investigate alleged violations consistent with existing enforcement procedures under section 8.31
