Extends child care assistance eligibility redetermination from every 6 months to at least every 12 months.

Requires families transitioning from MFIP, transition year, or transition year extension child care programs to basic sliding fee program to have eligibility redetermined within 12 months of case opening.

Establishes 10-day reporting requirement for participants to notify counties of changes in income, residence, employment, education/training status, family status, or family size.

Requires parental fee changes to be based on average gross income from past three months or best estimate for new employment, effective on first day of service period after 15-day notice.

Allows counties to recalculate eligibility without reverifying factors that did not change when families report changes before regularly scheduled redetermination.
