• Designates the bridge over the Mississippi River on marked Trunk Highway 60 at Wabasha as the "Michael Duane Clickner Memorial Bridge" with appropriate signage.

• Modifies contractor default procedures to allow the commissioner of transportation to negotiate completion using the time period specified in the contract instead of a fixed 60-day period.

• Grants counties authority to perform load rating analyses on town bridges if towns fail to do so within 90 days, and authorizes counties to post load limits and immediately close bridges posing critical safety risks, with ability to bill towns for related expenses.

• Exempts covered farm vehicles (as defined in federal regulations) not carrying hazardous materials from commercial driver's license requirements, medical examination requirements, hours of service regulations, and vehicle inspection requirements.

• Requires user financing of parking garage debt service on a Legislative Office Facility parking structure through parking fees rather than general appropriations.
