Adds an encumbrance exception allowing specifically named, legislatively appropriated, noncompetitive grant recipients to incur eligible expenses for up to 60 days before an accounting encumbrance is established, based on an agreed work plan and budget.

Requires prior approval from the Commissioner of Management and Budget for the 60-day encumbrance exception when grants are funded in whole or in part with state general obligation bond proceeds.

Amends grant agreement validity requirements to reference the new encumbrance exception in subdivision 11, allowing deviations from the standard encumbrance requirement.

Updates contract validity requirements to allow exceptions to the encumbrance requirement as permitted by policy and by the new grant encumbrance exception provision.

Maintains existing requirements that grant agreements and contracts include execution by agency heads, commissioner approval (for contracts), effective dates, and compliance with state policies on duration and standards.
