Requires persons transporting animals in the cargo portion of motor vehicles on public roadways to protect animals from falling, jumping, or being thrown from the vehicle.

Establishes four methods of compliance: enclosing the space, installing racks on open sides with adequate height and density, cross-tethering the animal to the vehicle, or transporting the animal in a secured cage or container.

Exempts dogs being transported by farmers or farm employees engaged in agricultural activities on or within five miles of the farm.

Exempts dogs being transported by licensed hunters with applicable licenses and permits engaged in hunting activities at or within five miles of a hunting site during legal hunting season.
