Allows school buses to be equipped with approved lap belts or lap and shoulder belts at each passenger-seating position, with design and installation standards set by the commissioner.

Requires passengers on equipped school buses to use lap or shoulder belts unless the passenger or parent/guardian notifies the school district in writing of intent not to wear them.

Grants liability immunity to school districts, bus operators, and employees if an injured party was not wearing a safety belt, except for failure to maintain required equipment or comply with applicable statutes, rules, or policies.

Exempts school districts, bus operators, agents, employees, and volunteers from liability for failing to assist children with adjusting, fastening, or using lap or shoulder belts.

Exempts specially equipped school buses under statute section 169.4504 from these seat belt requirements.
