Lowers the cost threshold for mandatory legislative approval of proposed rules from $25,000 to $10,000 for businesses with fewer than 25 full-time employees (previously 50 employees).

Extends legislative approval requirements to counties and towns with fewer than 25 full-time employees (previously applied only to cities with fewer than 10 employees).

Changes rules to prevent affected rules from taking effect until approved by the legislature, rather than allowing temporary exemptions through written statements filed with the agency.

Adds requirement that gubernatorial waivers of the legislative approval requirement must be documented in the rulemaking record and expire at the next annual legislative session adjournment.

Applies effective the day after enactment to any rules where the hearing record has not yet closed or the agency has not submitted the record to the administrative law judge.
