Amends Minnesota Statutes section 13D.04, subdivision 6 to clarify that notice requirements for state agencies apply only when governing statutes lack specific notice method requirements.

Allows state agencies to satisfy publication requirements by posting notices on their website or in the State Register, in addition to or instead of the State Register alone.

Requires state agencies to keep a schedule of regular meetings on file at primary offices or posted on their website.

Creates new section 13D.065 permitting public body members to use social media without violating open meeting law, provided exchanges are limited to the general public and excluding email from the definition of social media.
