Adds $500,000 one-time grant in the Grants subdivision for the same high-risk adults demonstration project, making it available until June 30, 2015.

Increases total Grants appropriation from $445,000 to $945,000 in the first year, while maintaining $445,000 base funding for subsequent years.

Maintains existing grant funding for Open Access Connection ($70,000 annually), HOME Line ($200,000 annually), and Voice of East African Women Organization ($175,000 annually).
