Amends Minnesota Statutes to require county consent and involvement in trunk highway projects, extending existing municipal consent requirements to counties.

Requires the commissioner to submit final layout and project reports to county governing bodies before construction, with counties having 60 days to conduct a public hearing and 90 days to approve or disapprove in writing.

If a county disapproves the final layout, the commissioner may make requested modifications, abandon the project, or refer the matter to an appeal board consisting of one member appointed by each party plus a third member agreed upon jointly.

Requires the commissioner to resubmit final construction plans to counties if changes are made to access, traffic capacity, or right-of-way acquisition, with counties having 60 days to approve or disapprove.

Makes design-build method transportation project delivery subject to state law regarding municipal and county consent to highways.
