Clarifies eligibility for the ignition interlock device program by distinguishing between participants with fewer than two qualified prior impaired driving incidents within ten years (or fewer than three ever) versus those with two or more within ten years (or three or more ever).

Participants with fewer prior incidents may apply for conditional reinstatement of their driver's license after license revocation or suspension for criminal vehicular operation resulting in bodily harm.

Participants with two or more prior incidents within ten years (or three or more ever) may apply for a limited license if enrolled in a licensed chemical dependency treatment program, and may later apply for conditional reinstatement after completing treatment and one year without violating interlock restrictions.

Requires certified ignition interlock device installation at manufacturer-designated service centers and proof of vehicle insurance coverage before license issuance.

All changes to the ignition interlock program effective July 1, 2014; removes language limiting applicability to crimes committed on or after the effective date.
