Increases operating payment rates for intermediate care facilities (ICF/DD) by 5 percent effective July 1, 2014, based on occupied beds and excluding property-related payments.

Increases reimbursement rates by 5 percent for 17 categories of home and community-based services providers effective July 1, 2014, including waivered services for developmental disabilities, elderly, brain injury, nursing, personal care, and day training services.

Requires facilities and providers receiving rate increases to use 75 percent of additional revenue for employee compensation costs (wages, benefits, taxes, insurance), excluding central office and management contract employees.

Mandates facilities and providers prepare distribution plans specifying how rate increase funds will be allocated to employee compensation and post these plans publicly for six weeks within six months of the rate adjustment.

Appropriates unspecified general fund amount to the commissioner of human services for fiscal year beginning July 1, 2014, to implement the rate increases.
