Expands the Safe at Home program to protect program participant identity and location data held by government entities, classifying such data as private unless specific exceptions apply.

Establishes a real property notice process allowing program participants to submit written notices to county recorders to restrict disclosure of identity data in conjunction with their real property records.

Permits limited disclosure of location data to government entities only for written consent, court order, public assistance, health and safety functions, emergency services, child/vulnerable adult abuse investigation, or active law enforcement investigation.

Requires county recorders to mask or make private identity and location data in real property documents and certificates of title, with procedures to provide constructive notice of restricted records.

Allows the Secretary of State to share real property data with title examiners conducting bona fide title examinations, with response required within two business days of request.
