Authorizes school districts, charter schools, nonpublic schools, and other national school lunch program participants to seek reimbursement from the Minnesota Department of Education for unpaid school meal fees.

Requires governing boards to adopt a "no refusal" policy to be eligible for reimbursement, ensuring students who cannot pay receive the same meal as other students and payment reminders do not demean or stigmatize children.

Establishes that participants must submit forms to the department for reimbursement of unpaid meal fees from student families.

Amends the existing school lunch aid structure that provides 12.5 cents per meal served, adding the new reimbursement mechanism for unpaid meals.

Allocates $20,058,000 in fiscal year 2014 and $19,308,000 in fiscal year 2015 to the Department of Education, with funds available for school meals reimbursements under the statute.
