Establishes an advisory task force to make recommendations on aligning Minnesota's alternative teacher professional pay system (Minnesota Statutes, sections 122A.413 to 122A.416) and teacher evaluation program (sections 122A.40, subdivision 8, and 122A.41, subdivision 5).

Task force membership includes school superintendents, principals, school board members, Department of Education staff, university faculty, teachers (from districts with and without alternative pay systems), charter school representatives, a parent, and four legislative members (two from House, two from Senate).

Commissioner of education must convene the first meeting by August 1, 2014, with task force members electing two cochairs, including at least one teacher, and meeting at least monthly.

Task force must submit written recommendations on better aligning and financing the alternative teacher professional pay system and teacher evaluation program to the education policy and finance committees and education commissioner by February 1, 2015.

Task force expires on February 2, 2015, or the day after submitting its report, whichever comes first; task force members may be reimbursed for expenses but not compensated for activities.
