Amends Minnesota Statutes section 15A.0815, subdivision 5, to change procedures for determining individual salaries for state positions, requiring the governor to establish salaries within limits and consider performance evaluations including affirmative action progress.

Requires the governor to establish an objective system for quantifying knowledge, abilities, duties, responsibilities, and accountabilities when determining salary recommendations for positions listed in subdivisions 2 to 4.

Ratifies 14 labor agreements and compensation plans approved by the Legislative Coordinating Commission Subcommittee on Employee Relations, including agreements with Minnesota Law Enforcement Association, AFSCME Council 5, AFSCME Unit 225, AFSCME Unit 8, Minnesota Association of Professional Employees, Middle Management Association, and others, as well as compensation plans for unrepresented and managerial employees.

Ratifies salary increase proposals for executive directors of the Minnesota State Retirement System, Public Employees Retirement Association, and Teachers Retirement Association, all approved by the Legislative Coordinating Commission Subcommittee on Employee Relations on February 18, 2014.

Requires the governor to inform the Legislative Coordinating Commission within 30 days of approving any salary change for positions in subdivisions 2 to 4, including the effective date of the change.
