Merges Soudan Underground Mine State Park into Lake Vermilion State Park to create Lake Vermilion-Soudan Underground Mine State Park in St. Louis County.

Modifies state land disposition procedures by eliminating commissioner of natural resources approval requirements for certain tax-forfeited land sales and transferring approval authority to county boards in multiple counties.

Authorizes private and public sales of tax-forfeited and surplus state lands bordering public waters in multiple counties (Becker, Beltrami, Carver, Chisago, Crow Wing, Dakota, Hennepin, Isanti, Itasca, Lake, Lake of the Woods, St. Louis, Wadena, and Washington), with reversion clauses requiring public use continuation.

Adds land to Snake River State Forest and deletes areas from Greenleaf Lake State Recreation Area; authorizes city of Brainerd to purchase Brainerd Dam on the Mississippi River.

Changes revenue disposition for Memorial Hardwood Forest land sales from general fund to natural resources fund and modifies exemption process for tillable land exchanges from Legislative-Citizen Commission approval to county board approval.
